I would just have to basically agree with your B+ rating for the Lakers. You got one of my top 5 centers from the FA value list, and a SF on my "also considered" list while being over the cap.
I maybe had an equally as good of a TC as you because of Jamont and Weaver's improvements, and my team will improve a lot from ATC's, but I can't really say that makes a good offseason GM-wise.
I signed West and Barbosa, but I would have a hard time listing West as a startable player if I re-wrote the FA value article today.

Oh, I forgot that I signed Kevin Martin to a minimum contract, I think I'll up my grade to B- since he and Barbosa will contribute, and I really improved my overall depth this offseason.

After almost a total rebuild of the team...
C.J. Giles, C- Stud center brought in when the team made the blockbuster deal trading franchise SF Andre Iguodala, Giles skyrocketed in this years TC to one of the top young centers in the league.
Josh Smith, PF- A better than average defensive PF with good in/out skills, he will replace Yi at the 4 spot and helped the team save about 6mill in cap space without losing any of the skills, disappointed at the B+ after TC but will be back to an A after ATCs are added.
Danny Granger, SF- With Giles now anchoring the center spot we felt we could deal Ilgauskas for a starting SF, age was a big role in this deal also.
Gerald Green, SG- The other key piece in the Iguodala deal, he has all the makings of a superstar and will fit nicely in the SG spot, now lets see how he does when he's starting, pressure is on kid step up and show us why he wanted you.
Dominic James, PG- Last year he was a 18/6/8 player before a late season injury ended his season, he will be running the point.
Ramar Smith, PG- When James went out with his injury Rookie Ramar stepped in nicely the last 10 games with a 11/4/8 line, could a move to the starting spot be soon?
Fazekas, C- Signed as a free agent has turned out to be a real good backup center after TC improved his skills.
Deon Thompson, PF- 1st rounder with a ton of upside, made small strides in TC, will backup Smith at PF.
Jerren Shipp, SG- This late 2nd rounder had a outstanding TC, might push Webster for the backup SG spot behind Green.
Travis Outlaw, SF/PF- Less than 5 seconds into the free agent period the 6ers jumped at the chance to sign this kid, great inside player with outstanding defense, did we mention league minimum? If Smith or Granger slip up look for Outlaw to step in. We have to give this signing The Steal of the Year.
