Normally, there will be a waiver process based on record. At any time a player is waived, the waiver process will be based on the current standings. This applies in-season in which the records can fluctuate, and in the off-season where priority will go on the previous season's standings.
A player remains on the waiver wire for 24 hours, and if he is claimed, he goes to the claiming team at no cost to the waiving team. If he isn't claimed, he is cut and counts against the cap. He then becomes a free agent, open to sign a new deal with any team.
For this first offseason's waivers, first come first serve applies to waivers. After the first season begins, priority will be solely based on team record.
