Any player with just a team name in parenthesis after their name can't be bidded on. They are simply being held in free agency by those teams until they free their roster space enough to add them. If roster space is not cleared by the start of the league, those guys become unrestricted free agents.
The restricted guys, the ones you can bid on and the owning team can match are marked by a team name in parenthesis along with an "R."

If a team bids on a free agent and no one tops the bid for 24 hours, but the team who won the player doesnt have the roster space, the next highest bidder will win the player unless the first team can free up the roster space before the 2nd teams 24 hour top bid runs out.
Example:
Team A Bids mle on Joe Smith @ 5pm 8/5
Team B Bids mle on Joe Smith @ 8pm 8/5
Team A's 24 hour top bid has ended resulting in him as the winner of the auction. However he has exceeded the max amount of players on a team. He now has 3 hours to make room for Smith before the clock hits 8 pm and he then will be won by Team B.
